Forging a Solid Safety Defense Line to Safeguard High-Quality Development —A Record of the Special Safety Production Meeting at IBIH

On the afternoon of September 1, 2026, a special safety production meeting of vital importance to the company's long-term development and the well-being of its employees was grandly held in Conference Room at IBIH. The meeting was presided over by Dr. Wang Yunhong, Group President. Chairman Tian Lei (online), Zhao Dongqing, Deputy General Manager of the Hebei Company, core backbones including middle-level executives of the Hebei Company, full-time and part-time safety officers from various departments, Luo Xiaoning, General Manager of the Slovakia Company (online), and members of the Safety and Environmental Protection Department of the Henan Company (online) gathered together to discuss safety strategies.


This was not only a work deployment meeting but also an ideological mobilization and a pledge of responsibility. Focusing on the core principles of The Law on the Safety of Hazardous Chemicals, the meeting deeply analyzed the criteria for determining major hazards and comprehensively deployed the "Ten Major Safety Governance Systems." With the highest standards, strictest requirements, and most practical measures, it forged an impregnable safety defense line for the company's high-quality development.

I. Rule of Law Navigation: Deeply Studying The Law on the Safety of Hazardous Chemicals, to Ensure Compliance

The paramount importance of safety lies first in the rule of law. At the beginning of the meeting, Deputy General Manager Zhao Dongqing conducted a comprehensive and in-depth interpretation of The Law on the Safety of Hazardous Chemicals, which officially came into effect on May 1, 2026. As the first specialized law in the field of hazardous chemicals, it establishes a full life-cycle control system covering "planning and layout → production and storage → use → operation → transportation → registration → emergency rescue" across 10 chapters and 127 articles.


Facing severe penalties, including fines of up to 10 times the value of the goods and newly added restrictions such as industry bans and license revocations, Deputy General Manager Zhao clarified the company's compliance path: starting with a gap analysis before May 2026, proceeding through rectification and improvement from May to December, and ultimately moving toward continuous improvement from 2027 onwards. This demonstrates not only reverence for the law but also the inevitable path toward mature corporate compliance.

II. Sounding the Alarm: Focusing on Major Hazards and Special Operations to Hold the Bottom Line of Life

Only by knowing the law can we abide by it; only by clarifying responsibilities can we fulfill them. Dr. Wang Yunhong deeply conveyed the core spirit of the "National Chemical Enterprise Safety Production Subject Responsibility Training Class" organized by the Hebei Provincial Emergency Management Department. Combined with the Criteria for Determining Major Production Safety Accident Hazards in Hazardous Chemical Enterprises (AQ 3067-2026), he sounded a resounding alarm for all participants.


Regarding the handling of abnormal working conditions, the meeting emphasized the supreme principle of "life first." Multi-headed command and delayed responses due to hierarchical reporting are strictly prohibited. An authorization mechanism for on-site personnel to initiate emergency shutdowns and evacuations must be established. Drawing on lessons from past accidents, Dr. Wang pointed out that blind rescue, insufficient disposal authorization, failure to purge and flush before special operations, and the mixed storage of incompatible materials are the four main "culprits" leading to the escalation of accidents. New chemical employees must complete 72 credit hours of three-level safety education, and annual refresher training must be no less than 20 credit hours, arming themselves with knowledge to resist risks.

III. System Reshaping: Building the "Ten Major Safety Governance Systems" to Create Intrinsic Safety

Safety production is a systematic project that requires not just "putting out fires" but "preventing them." During the meeting, Dr. Wang Yunhong strategically deployed the "IBIH Ten Major Safety Governance Systems," marking an important step for the company's safety management toward standardization, digitalization, and intrinsic safety.


These ten systems cover:

· Full-process safety control system

· Technology-empowered digital and unmanned safety system

· Online-offline integrated supervision and hazard investigation/governance system

· Benchmarking self-inspection and accountability red-line/bottom-line mechanism

· Team building and capability guarantee system

· Full-staff safety production responsibility system

· Contractor full-cycle management system

· Strict Management of Change (MOC) approval system

· Continuous improvement of intrinsic safety levels


This standardized framework uses the PDCA cycle as its axis, deeply integrating the four principles of intrinsic safety ("minimization, substitution, moderation, and simplification"), and precisely aligns with the 14 first-level management elements of GB 45673-2025 General specification for safety production standardization of hazardous chemical enterprises. In particular, the proposal of the "technology-empowered digital and unmanned safety system" relies on 5G private networks, AI inspections, personnel positioning, GDS monitoring, SIS interlocks, ROC remote operations, and big data early warning, turning the intrinsic safety vision of "fewer risks, fewer operations, fewer human interventions, and fewer hazards" into reality.

IV. Leading by Example: Practicing Visible Leadership to Promote Safety Culture Awareness

Dr. Wang Yunhong solemnly made a safety performance commitment, strictly implementing the seven core responsibilities stipulated in Article 21 of the Work Safety Law, and fulfilling the supplementary responsibilities of leading monthly inspections, organizing company-wide warning education, and presiding over quarterly regular meetings. He comprehensively promoted "visible leadership"—personally deploying, being present, listening, demonstrating, reviewing, and motivating—to drive safety culture from passive heteronomy to cultural self-awareness through "visible" safety leadership.

V. Turning the Blade Inward: Thoroughly Investigating 53 Major Hazards, with the Chairman's Message Setting the Course

All participants conducted self-inspection and self-audit against the 53 major safety hazards for dangerous chemical enterprises, discussing and strengthening rectification measures item by item to ensure that hazards are fully exposed, measures are thoroughly implemented, and rectifications are completely carried out. Chairman Tian Lei delivered an important speech online, making strategic instructions on safety production work from the height of corporate strategy and pointing out the direction for all IBIH employees.
